Since 2023-2024, an increasing number of municipalities are turning to specialized providers to conduct a comprehensive assessment of their pavements’ condition. The principle is simple: a vehicle equipped with sensors travels the network and produces a geo-referenced map of each section, with a degradation index and prioritized recommendations.
This type of diagnosis changes the intervention logic. Instead of addressing the roads that generate the most complaints (often those on the busiest routes), the municipality intervenes where the cost-effectiveness ratio is best. A pavement in the early stages of degradation costs much less to treat than a road that is already structurally compromised.
Field feedback varies regarding the cost of these diagnostics for small municipalities. On the other hand, very isolated municipalities or those with limited networks sometimes struggle to justify the expense in light of an already constrained investment budget.

A surface diagnosis identifies cracks, subsidence, and wear of the surface. With 42 kilometers of municipal roads, this municipality can only allocate 500 euros per kilometer per year to maintain its roads, while the estimated need reaches at least 120,000 euros per year. This ratio, far from being exceptional in rural areas, imposes drastic trade-offs.
Prioritization is based on several criteria that departmental technical agencies formalize in their guides:
- The level of traffic and the function of the road (main access, agricultural access, residential dead-end): a road used by school transport is not treated with the same urgency as a path serving two homes.
- The stage of degradation: preventive maintenance techniques (surface treatments, crack sealing) cost a fraction of the price of structural repairs. Intervening too late multiplies the bill.
- Coordination with other works: if a sanitation network needs to be redone on a section, scheduling the pavement repair at the same time avoids paying twice for restoring the surface.

The trap of all-asphalt
Many elected officials associate road maintenance with laying new asphalt. This approach ignores the entire range of preventive and curative maintenance techniques that can extend the lifespan of a pavement at a lower cost. A surface treatment applied at the right time can postpone the need for a complete asphalt overlay by several years.
Water remains the primary cause of pavement degradation. Untreated infiltrations weaken the structure from below. Proper maintenance of ditches, gutters, and drainage systems protects the road as effectively as a new surface, for an incomparably lower budget.
Funding and pooling: the levers available to municipalities
The elimination of the housing tax has reduced the fiscal maneuverability of small municipalities. Neither the general operating grant (DGF) nor the rural territory equipment grant (DETR) covers the actual needs for ongoing maintenance in most cases.
Two avenues are emerging. The first is intermunicipal pooling, which allows sharing the costs of diagnostics, technical studies, and sometimes grouped work contracts. The second concerns departmental technical agencies, which offer member municipalities support ranging from technical advice to project management.

What emerges from various parliamentary reports and technical documents is that a municipality that maintains its roads without a structured multi-year plan spends more for a less durable result. Transitioning from a logic of ad-hoc repairs to planned asset management remains the most documented lever for keeping streets in good condition with limited resources.
